Bend was first explored in the mid-1830's by beaver hunters. Peter Ogden, John Newberry, and John Fremont are some of the earliest white men to travel the unknown land. Actual settlement of the area did not occur until the early 1900's with the founding of the Pilot Butte Development Company by Alexander M. Drake.
Bend incorporated in 1904 by a general vote of the community’s 300 residents. January 4, 1905 the City held its first official meeting as an incorporated municipality, appointing AH Goodwillie as the first mayor. Twelve years later, Deschutes County was formed from the western half of Crook County and Bend was designated as the County Seat. In 1929, Bend amended the Charter and adopted the Manager/Council form of government.
In 1909, two competitive railroad barons, E.H. Harriman and James J. Hill entered into a multi-million dollar battle to see who would lay the track to Bend first. James Hill managed to complete the task by October, 1911 changing the means of transporting goods to and from the area. With the completion of the railroad, Bend was capable of exporting lumber throughout the country. The Brooks-Scanlon mill and the Shevlin-Hixon mill were two of the largest mills in the world in their day. Around 1915, the change of focus from a small railroad town with small ranches scattered throughout the area to a mill town brought with it the largest increase in population Bend has ever witnessed, increasing from just 536 to 5,415 in one short decade.
